Joint Statement on Harmonised Packaging Labels

A strong Single Market needs clear and harmonised rules – not more complexity.

Together with 15 European business associations, TIE: Toy Industries of Europe on the European Commission and Member States to adopt a pragmatic approach to future EU packaging labels that supports packaging minimisation requirements, prevents Single Market fragmentation and preserves Europe’s competitiveness.

Our members place packaging on the entire EU market and beyond and face an increasing number of overlapping labelling obligations. Therefore, future harmonised labels should:

  • Assure the free movement of goods
  • Reduce costs and administrative burdens
  • Enable flexible, digital solutions

To achieve a system that works for both businesses and consumers, we support simple, text-free pictograms, achromatic or monochromatic versions (according to packaging design needs), voluntary digital labelling through a data carrier (e.g. the Digital Product Passport, if the product legislation requires one).
