With nearly 50 organisations representing actors in the packaging value chain – such as packaging producers, recycling schemes and manufacturers of packaged goods – TIE has set out clear suggestions for a future EU Circular Economy Act:
- The improvement of Extended Producer Responsibility (EPR) schemes. They should be independent and the fees collected should be reinvested in their true purpose. This can improve collection, sorting and recycling.
- The creation of an EU market for secondary raw materials. This would make it easier for companies to use recycled materials and set clear EU rules on when something is no longer considered waste. It would lead to shared recycling centres between countries, simpler paperwork for businesses, and better tracking of how well countries collect and sort waste. All this needs to be accompanied by clear requirements and procedures to avoid national deviations. The Act is expected to be proposed by the European Commission in 2026.
