TIE joins European business associations in call for the EU to introduce the “deemed importer” obligations before 2028

Toy Industries of Europe together with 15 European business associations, has co-signed a Joint Statement calling on the EU to introduce the “deemed importer” obligations much faster than 2028.

In 2025 alone, 5.8 billion parcels entered the EU – many from non-compliant traders who bear no responsibility for meeting EU rules, creating unfair competition for responsible European businesses. Our companies, especially the many SMEs, need urgent action to restore a level-playing field.

We therefore call on the EU to accelerate the introduction of the “deemed importer”, which is part of the Union Customs Code reform, to ensure somebody can be held accountable at customs for duties, VAT and compliance obligations for products entering the EU market.

If properly defined and implemented, this has potential to help address gaps in online product compliance.
